Dyer thinks this is talking about the non-judgmental ageless being within us. Perhaps it is. I think that part of what is being talked about is apparent simply by looking at and watching very young children.
Everything is new to young children in this time and space. Most have little fear and can rush headlong into what we consider danger (and rightly so for their mortal bodies) in their effort to explore all these new things. It is all so new and so wonderful and we have forgotten.
As they daily become more able in their bodies, children keep pushing the envelope of their world. Most young children love other children. It is only when they learn from their elders to be mean, to hate because of color or religion or whatever, and to fear, that they start to become less childlike.
Perhaps this statement simply means then to become like we were before we learned the belief systems pushed onto us by family, religion and society. To become like we were before we learned fear. To become again the fearless explorers and lovers of all that is in our time and space.

Wow, nice quote. I intend to use this later on in a blog post.
I believe that the whole meaning behind the quote is that children are innocent and pure (or are believed to be.) As you said, they do not know anything about hatred, race, color, distinction unless adults tell them as such. The same way, if you want to go to Heaven, you want to be pure and innocent, the exact opposite of what we are today.
